Colors:

Colors tab, Click greyscale

Colors, Increase Color Depth : 16 million colors

Increase Contrast: Colors - adjust - Brightness/Contrast- set Brightness = 0
and Contrast = 40, click OK

Colorize image: Colors, Colorize, Set Hue = 145 and Saturation = 255, click OK

At 100 the hue changes from blue to an eerie bright green)

Effect:

Add a lens flare if desired or some other effect. I used SPG Web Tools Pro, Lens Flare
